Mi problema era que había eliminado el ruby-debug19 de la rama en la que estaba trabajando, pero había olvidado fusionarlo con la rama principal. Todo el tiempo que empujaba la rama principal sin los cambios que tenía hecho.

El error está relacionado con Rubí-debug19. Retíralo de tu archivo gem y compilará en Heroku. Esto tiene algo que ver con el entorno de Heroku.
