Parece que Dalli no está conectado a un servidor Memcache? ¿Ha habilitado el complemento Heroku Memcache (o configurado de otro modo un servidor Memcache)?

Parece que es un problema en el extremo de Heroku. Están trabajando en eso. – Slick23

que no sea Heroku, esto resuelve una falla mía también y, en general, está relacionada con la falla de conexión Dalli/Memcached por cualquier motivo (solo para rastrear esto por mí mismo) –
