yaml en Google App Engine con index.html

Estoy construyendo un sitio web, no tengo index.py cómo me aseguro de que aparezca index.html cuando escribo en mi http://localhost:8080/?

tengo en yaml

- url:/
    static_files: static/HTML 
    upload: static/HTML/index.html 

pero esto no parece funcionar.

Su directiva static_files debe incluir la ruta completa al archivo:

static_files: static/HTML/index.html
