puedo crear tres de estos observadores en el onCreate de la IntentService de este modo:

No solo los observadores no funcionan, sino que la función mkdir no funciona.

No codifique la ruta de acceso de la tarjeta SD, recíbala desde Context.getExternalStorageDirectory(). También asegúrese de tener el permiso de escritura de manifiesto de almacenamiento externo si planea crear algo en la tarjeta SD. –
